Animal & Veterinary Legal Services, PLLC are experts in developing strategies that minimize the risk of liability for veterinarians and animal related organizations. We are focused on providing professional services rooted in best practices and improving the capabilities of those we support. AVLS contributes to the new and expanding body of law associated with animals and veterinary professionals. Our growing resources and publications enrich AVLS’s ongoing engagement and outreach to serving the veterinary law community through committees, task force participation, and industry speaking engagements and presentations. With instruction in both animal welfare and law and ethics in veterinary medical curriculum; continued education for veterinary medical professionals is also an important part of the AVLS mission.
Sarah L. Babcock, DVM, JD
Dr. Babcock, a licensed veterinarian and attorney, has served as the President of Animal & Veterinary Legal Services, PLLC since 2005.
Dr. Babcock was selected to serve as a 2006-2007 American Veterinary Medical Association and American Association for the Advancement of Science and Technology Policy Fellow in the Executive Branch. After her fellowship, she served as the principal Science Policy Advisor to the Assistant Secretary for Health Affairs and Chief Medical Officer at the U.S. Department of Homeland Security (2008-2016). She was a 2011 Brookings Institution Congressional Fellow on the U.S. Senate Committee on Finance focusing on agriculture, trade, and non-profit organizations.
She is active in professional associations such as serving on the American Veterinary Medical Association Judicial Council and as a former board member on the American Veterinary Medical Law Association. Dr. Babcock enjoys the opportunity to practice veterinary medical relief work in Washington, D.C. and serve as an Adjunct Professor of One Health at Lincoln Memorial University College of Veterinary Medicine.
Dr. Babcock earned both her Doctorate of Veterinary Medicine and Juris Doctor with a Concentration in Health Care Law from Michigan State University. She holds a Bachelor of Science from the University of New Hampshire.
